Frustrated

At level 88 it started my game over but Im still at the upper level (currently 89) but I can not complete quests because of missing things. Example: on the island I have no boats but I have the boat house. It will not let me buy them because the game thinks I have them already. I therefore can not complete quests. Due to these types of glitches, I play less frequently and will not invest $$ in the game.
